Online Counselling Process

(Conducted by the Official State Counselling Authority – Single Window System)


Single Window Counselling System

Admissions to Allied Health Sciences courses under the Government Quota are conducted only through the Single Window Online Counselling System of the Government of Tamil Nadu.

Key Features of the Single Window System

The Single Window System ensures a centralized, transparent, and merit-based admission process for Government Quota seats.

Centralized Online Platform A unified platform for all Government Quota admissions, eliminating multiple application processes.
Transparency & Fairness Ensures complete transparency, fairness, and merit-based allocation of seats.
Multiple Choices Allows candidates to choose from multiple colleges & courses according to their preferences.
Merit-Based Allocation Seat allotment based purely on merit + reservation + choice preference with no offline or individual counselling allowed.

Counselling for Special Categories

Before the general counselling begins, special category seats are allotted separately through a dedicated process.

Special Categories Include:

  • Ex-Servicemen (Ex-Servicemen Quota)
  • Persons with Disabilities (PwD)
  • Third Gender Candidates

Key Rules for Special Category Counselling:

  • Special category counselling happens first, before general counselling.
  • Candidates must upload valid supporting documents in the prescribed format.
  • No re-allotment or change of college is allowed once a special category seat is allotted.
  • Third gender candidates declaring themselves as female (with valid ID from TNGWB) are eligible for female category seats.

Choice Filling Process

Choice filling is the most important stage of counselling where candidates select their preferred colleges and courses.

Candidates can:

  • Select any number of eligible colleges and courses
  • Arrange preferences in the exact order of priority
  • Edit, add, or remove choices until the locking deadline

Important Tips for Candidates:

  • Higher preference = Higher priority during allotment
  • Once the choice list is locked, no modifications will be allowed
  • Seat allotment depends on:
    • Merit Rank
    • Reservation Category
    • Seat Availability
    • Order of Choices

Counselling Fee

To participate in online counselling, candidates must pay a processing fee as specified below.

Processing Fee:

₹250/-

(Rupees Two Hundred and Fifty Only)

  • Payable online via the official bank payment portal
  • Non-refundable under any circumstances
  • Mandatory for participation in choice filling and seat allotment

Allotment Process

Seat allotment is done online based on multiple criteria to ensure fairness and transparency.

Allotment Criteria:

  1. Merit Rank (Normalized Marks)
  2. Reservation Category
  3. Choices Filled by the Candidate
  4. Availability of Seats (Govt Quota)

After Allotment:

  • Selected candidates must download the Provisional Allotment Order
  • Print a hard copy for reporting at the college
  • Pay the initial admission fee (if required by the authority)

Important Rules for Allotment:

  • Movement between:
    • Self-financing → Government colleges, or
    • Between Government colleges will be allowed based on merit during re-allotment rounds
  • Re-allotment is NOT permitted within self-financing colleges
  • No mutual transfers or personal requests for college change

Reporting Procedure

After allotment, candidates must follow the reporting procedure to secure their admission.

Steps for Reporting:

Download Allotment Order

Download the provisional allotment order from the official portal

Report to College

Report to the allotted college on or before the specified deadline

Carry Documents

Bring all original certificates and photocopies of uploaded documents

Complete Formalities

Complete the admission formalities as instructed by the college

Important Conditions:

  • Failure to report before the deadline will result in cancellation of the seat
  • Only candidates who join during the first phase are eligible for:
    • Subsequent rounds
    • Re-allotment options

Merit List Preparation

The merit list is prepared centrally by the Counselling Authority based on specific criteria.

Marks Considered for Merit List:

Physics
Chemistry
Biology / Botany & Zoology

Normalization of Marks:

  • Marks are scaled to 200 for uniformity
  • Normalization is done as per Tamil Nadu Act No. 3 of 2007
  • Ensures fairness across different boards and examination patterns

General Merit List & Community Merit Lists:

Separate Merit Lists Separate lists are prepared for Open Category, BC / BCM, MBC / DNC, SC / SCA, ST, and Special Categories
